From April 1 to 8, the panel of judges for the preliminary judging of the Macabebe Wetland Center Design Competition scoured through the submissions from 7 schools who their design proposals. The Preliminary judges were:

- L. Arch. Maria Via Bianca C. Fernandez, Assistant Professor, College of Architecture, University of the Philippines Diliman
- Arch. Aaron Julius M. Lecciones, Assistant Professor, College of Architecture, University of the Philippines Diliman
- L. Arch En.P. Kristofferson P. Reyes, SCPW Design Team
- Arch. Adnrea K. Dorotan, SCPW Design Team
- Arch. Deanna Marie P. Ilagan, Program Head, College of Architecture, FEATI University.
The quality of the submission from all seven schools – Pamantasan ng Lungsod ng Maynila, National University, De La Salle – College of Saint Benilde, Far Eastern University, Unibersidad ng Santo Tomas, Batangas State University, and Polytechnic University of the Philippines, were of very high quality, giving the judges a difficult time selecting the best of the best.
The lowest and highest aggregate scores from the judges differed by only 3.21% with the median score at 93.81 and average score at 94.09!
Congratulations to the finalists from the Pamantasan ng Lungsod ng Maynila, National University, and University of Santo Tomas who will now improve their design and defend their designs with scale models in the final judging!
